Top priority:

1) Camp in the Radish patch hex (4BPs): ,consumption -2, Econ +2, Stab +2
2) Camp in the Fangberries thicket hex (4 BPs):  Econ +2, Stab +2
3) Border crossing in the Olegton hex (2.5 BPs): Econ +1, Stab. +1

Lower Priority:

5) Davik Nettle's road ferry: 2,8BP... +1 bonus to Economy.
6) Thorn Crossing road: 0,7BP
7) Lock: (4 BP, 8BPs on Shrike river). A lock allows ships to traverse along height differences in a river. A Lock turns three hexes of unnavigable rivers navigable and provides a +2 Economy bonus.

N.B.: for the lock in the Shrike River:
i) It will give you an extra +1 Economy, as it would be a Lock opening a new route of commerce between Brevoy and the lands to the south.
ii)  cost the full 8BPs (not 4BPs) because the Shrike River is a very big river.
iii)  adds a +2 bonus to all Diplomatic and Spy Network rolls you make with kingdoms/regions/cities along the Shrike River
iv) total cost would be 20BPs if built alone indipendently (5 Wealth, 15 Labour).

Offers:
1.- Ceriatiodi Hammerers (Outsea).
They offer to build the lock at regular price... 8BPs (4 Wealth; 4 Labour). On top of that, they offer to help building the ferry, thus reducing the cost of the road at Davik Nettle's by 0,3BPs to 2,5BPs... They don't ask anything in return (apart from being paid, of course).
2.- Outsea River Enterprises (Outsea).
They offer to build the lock at a discount of 2BPs, so the cost would be 6BPs (3 Wealth, 3 Labour). They request then administering the use of the lock, meaning they would keep a third of the profits (so the lock would give a +2 Economy bonus instead of the normal +3). On the other hand, as they would be maintaining the lock themselves and they are professionals, in any future disaster affecting the lock, you would have a bonus of +5 to the die to avert any such disaster.
3.- And from Brevoy you receive another offer from the Lumber Consortium.

1) Artume

- Lord Drellis Artume founded the kingdom around 4672 AR, after fleeing the People's Revolt in Andoran.
- He was assassinated in 4690 AR. Rumor has it that he fell victim to Daggermark poisoners.

- His wife, Queen Sovella, left the kingdom in the hands of Sir Bransen Waike, to serve as regent until she could give birth to Artume's son. Sir Bransen Waike was a visiting templar and veteran of the Mendevian Crusades.
- While travelling the realm, Queen Sovella was attacked by bandits. Sir Bransen Waike declared her dead and kept the throne.

- During these last years, Sir Waike has not been a loved ruler... taxes are high and chaos rampant, specially because of naga attacks... people are not happy.
- Sir Waike offers good rewards to adventurers willing to fight against the nagas that are damaging Artume, but apparently his high taxes used to hire adventures are making people more and more unhappy. Many are starting to openly call him a tyrant, but those who do usually disappear soon afterward, adding to the unrest.

- Your informants have also heard rumors that Queen Sovella is alive and an underground resistance movement is starting to take shape... they could not ascertain the veracity of the rumors...
- Nevertheless, the situation in Artume is such that it would not be a surprise if a civil war breaks out in the next months.
